How to Apply for a Pardon - A memo from the California Board of Prison Terms explaining the Pardon and Certificate of Rehabilitation process. A registered process must certify that he or she has not been convicted of a felony.  Otherwise, a Pardon or Certificate of Rehabilitation must be obtained from the court.  This Board of Prison Terms' link has some information but it moves ever few months.
